Planning commission recommends approval for new Victoria community food pantry

The Lunenburg County Planning Commission on June 1 unanimously recommended the Board of Supervisors approve Conditional Use Permit 2-23, allowing Community Resource Services to construct and operate a nonprofit community center and food pantry on tax parcel 033A9-03-0-8, a 5.08-acre site on Central Lane off Tomlinson Road near Victoria.
Applicant Donna Dagner presented the proposal, outlining the food pantry’s history, day-to-day operations, reasons for relocating and the primary clientele the center serves. Clerk Taylor N. King told the commission that two acres of the parcel will be gifted to the organization for use; the full parcel is 5.08 acres and the permanent 911 address had not been provided in the packet.
King read the standard conditions that would apply if the board approves the permit and asked for two changes: modified wording for VDOT-related requirements and an added condition requiring removal of trash, garbage and debris from the property. Commissioner Shell moved to recommend approval with King’s requested modifications; Commissioner Thompson seconded.
In a roll-call recommendation the commissioners present voted in favor. Commissioner Thompson said, "They have been an asset to the County." Commissioner Shell said, "They have been a great help to the County." Commissioner Drummond said, "There is always a need for these services." Commissioner Jennings said he believed the organization "will continue to do well," and Commissioner Garrett called Community Resource Services "a huge asset for the County" who met the requirements of the CUP application. Chairman James “Buck” Tharpe also expressed support, saying the group "has done well in the past." The recommendation passed unanimously.
Clerk King advised the commission that the application will be considered by the Board of Supervisors at its July 13, 2023 meeting at 6:00 p.m. in the 2nd floor courtroom of the Lunenburg Courts Building. The Planning Commission’s recommendation transmits the clerk’s requested conditions and modifications to the board for its action.
Details recorded in the commission packet noted the parcel size and the two-acre gift to the nonprofit; further technical requirements and the final permit conditions will be set by the Board of Supervisors if it approves the CUP.
