Chickasaw council authorizes mayor to sign right-of-way franchise management agreement

The Chickasaw City Council voted Dec. 16 to approve Resolution No. 25-78, authorizing Mayor Tyran Colvin to execute a right-of-way franchise management advisory service agreement with Local Government Services, LLC.
The resolution, moved by Councilmember Jim Trout and seconded by Councilmember Jim Hanson, passed by voice vote with six ayes — Colvin, Sterrett, Couey, White, Trout and Hanson — and no recorded nays. The council noted the contract would allow the city to regulate and oversee cable, broadband, telecommunication, gas and water services within municipal rights-of-way; meeting text lists a maximum fee of $20,000 for the service.
The agreement was described in the resolution as a right-of-way franchise management advisory service. The resolution text states the mayor is authorized to execute the agreement “in substantially the same form as Appendix A,” which is attached to the resolution and made a part of the record.
Councilmember Jennifer White, speaking during the work-session discussion of the franchise item, asked that staff negotiating with Unity Fiber request that the company reserve dark fiber “at least two strands” for the City of Chickasaw. “Please ask them to reserve dark fiber (at least two strands) for the City of Chickasaw,” White said.

The resolution expressly delegates authority to the mayor to sign the advisory agreement on the city’s behalf; the resolution language in the record assigns no additional conditions beyond the form referenced in the appendix.
