The Midway City Council approved its consent agenda on March 3, 2026, but excluded the Feb. 17 minutes and directed staff to develop a policy for the use of artificial intelligence in meeting minutes.
Council Member JC Simonsen raised concerns that the February 17 minutes were produced using AI and urged the council to adopt a formal policy and disclosure requirement. City Recorder Brad Wilson told the Council the minutes were created using ClerkMinutes™. Council Member Lisa Orme rescinded her second on the initial motion to approve the full consent agenda; Simonsen then moved to approve the consent agenda minus the Feb. 17 minutes with three conditions: an expedited discussion of AI, a formal AI policy, and a disclosure when minutes are generated by AI. Council Member Kevin Payne seconded the motion and it passed 5‑0.
The consent agenda included routine items such as warrants, several sets of minutes and an appointment to the Planning Commission. Council Member Andy Garland said the warrant process was improving and thanked staff. The Recorder noted that audio recordings are required for public meetings and must be posted within three days.
The Council did not specify a timeline for completing the AI policy during the meeting; members indicated the topic would be discussed at the next Council meeting and that minutes generated by AI should carry a clear disclosure.
