Council signals $3 million for downtown redevelopment, $250,000 for park; KARTS shuttle request left for further review

During the June 3 budget work session, Henderson City Council signaled support for a downtown redevelopment package and a park allocation while deferring several service requests for further review.
Mayor Melissa Elliott asked whether councilmembers supported adding $250,000 for William and Montgomery Street Park and $3 million for strategic downtown redevelopment projects, including property acquisitions and exterior repairs; all councilmembers indicated support.
City Manager Edward T. Blackmon also told the council that staff would bring a CAF to the June 10 regular meeting to finance $275,000 for the Falkner Building Supply purchase; the amount had been increased from $255,000 to $275,000 to cover contingencies.
The council heard a separate funding request from Randy Chancelor, Director at KARTS, who said the downtown shuttle would likely stop June 30 without $37,500 from the County and $37,500 from the City. Blackmon said that funding for the shuttle was not in the budget and he did not recommend it at this time; the Mayor asked staff to gather more details given transportation’s role in community health outcomes.
Councilmembers also discussed nonprofit funding procedures and agreed to seek 990 tax returns from agencies as part of future transparency efforts. The council asked staff to follow up on redevelopment project details and financing options as budget adoption approaches.
