Ordinance 24-14 — Unified Development Ordinance (adopted) - Action: Adopted a UDO to combine zoning, subdivision and land-use regulations. - Motion: Moved by Michael Venable; seconded by Tami Walker; outcome: approved unanimously.
Resolution 24-49 — USDOT Reconnecting Communities Pilot (approved) - Action: Authorized application for the USDOT Reconnecting Communities Pilot program to fund grade-separated connections along a future high-speed rail corridor to preserve East/West Henderson connectivity. - Motion: Moved by Michael Venable; seconded by Sam Seifert; outcome: approved unanimously.
Resolution 24-50 — Sale of building lots for affordable housing (approved) - Action: Authorized City Manager to make three lots available for affordable housing and to negotiate with interested parties. - Motion: Moved by Geraldine Champion; seconded by Michael Venable; outcome: approved unanimously.
Resolution 24-51 — City Compensation and Pay Study Plan (approved) - Action: Implement pay-study recommendations for all city employees at an estimated total cost of $1.8 million, retroactive to the Aug. 29 payroll. - Motion: Moved by Michael Venable; seconded by Tami Walker; outcome: approved unanimously.
Resolution 24-53 — Change Order No. 2 to CDM Smith (approved) - Action: Awarded Change Order No. 2 to CDM Smith Construction for the Kerr Lake Regional Water System upgrade and expansion project to add previously deferred items after acceptance of NCDEQ funds. - Motion: Moved by Michael Venable; seconded by Sam Seifert; outcome: approved unanimously. A related budget ordinance will be presented later.
Appointments (CAF 24-73 / Resolution 24-54) — (approved) - Action: Reappointed Richard Brand and C. Ruxton Bobbitt Jr. to the Zoning Board of Adjustment; Vernon Brown to the Henderson-Vance Recreation and Parks Commission; A. David Thomas to the Henderson-Oxford Airport Authority. - Motion: Part of the consent agenda; moved by Lamont Noel; seconded by Geraldine Champion; outcome: approved unanimously.
Why it matters: These actions advance development regulations, a federal grant application for transportation connectivity, affordable-housing site availability, a citywide compensation adjustment and continuation of a major water infrastructure upgrade.
