Fulton County commissioners approve five-year lease, IT and emergency services contracts

McCONNELLSBURG, Pa. — At a Dec. 23 meeting in McConnellsburg, the Fulton County Board of Commissioners approved a series of routine and operational items including a five-year lease with Elect IT Solutions, several IT purchases and staffing agreements, and upgrades to emergency communications equipment.
Commissioner Randy H. Bunch called the meeting to order. The board voted to approve the Dec. 16, 2025 Commissioners' Meeting Minutes and the Dec. 16, 2025 Retirement Board Minutes. Commissioners also approved payroll dated Dec. 26, 2025 in the amount of $145,032.44 and the funds report showing $111,824.17 across listed county funds.
The board met with representatives of Elect IT Solutions, including Rick Grissinger and Nelson Witmer (via Zoom), to discuss office space and IT support. The commissioners approved a five-year lease for office space at 101 Lincoln Way West in McConnellsburg, to take effect when the space becomes available, at $250 per month with no scheduled increase. The board also approved Statement of Work ETM12042025-001 for IT staffing and support services and authorized purchase of a View Station for the Treasurer’s Office for $784.22.
Commissioner Hervey P. Hann moved to revise Section 213 of the county HR Manual (Travel). The revision requires employees who wish to use a personal vehicle for county business to submit a request to the commissioners in advance explaining why they are requesting use of a personal vehicle; the motion passed.
EMA/911 Director Brian Barton reported that the department’s dispatch clocks are more than 20 years old and recommended replacement; he said that the county’s "Pre Alert" system has been implemented and information was distributed to local fire departments, and he provided updates on completed and upcoming trainings. The board approved a ComPros quote to supply and install two dispatch clocks for $4,940 and approved the 2026 Mission Critical Partners regional support contract for professional services, which county staff said is fully grant funded.
The commissioners approved a two-year Hazmat Team agreement with McCUTCHEON Enterprises, Inc., with payment amounts listed as $2,500 for fiscal year 2026 and $7,500 for fiscal year 2027.
All recorded motions in the minutes passed by voice vote with Commissioners Bunch and Hann in favor; Commissioner Steven L. Wible was recorded as absent for the meeting. The board adjourned at 11:21 a.m., with minutes submitted by Chief Clerk Stacey M. Shives.
