Camp Verde council directs staff to draft ordinance raising bed tax to 8% and budgets $100,000 for impact fee study; holds executive sessions on legal matters

Camp Verde’s Town Council on May 14 directed Town Manager Miranda Fisher to prepare an ordinance to increase the Town’s Hotel/Motel (bed) tax to a total of 8 percent. The Council also instructed staff to budget $100,000 in the FY26 Capital Improvement Program to support a development impact fee study and to proceed with issuing a Request for Proposals (RFP) for that study.
Town Manager Fisher told the Council that because of timing constraints before the tentative budget deadline there was insufficient time to issue a full RFP and wait for submissions; as a planning alternative staff obtained preliminary cost estimates from TischlerBise, Inc. and Willdan to inform the budget. The Council approved budgeting $100,000 for the FY26 CIP and directed staff to move forward with an RFP.
In addition, Mayor Moore read agenda items 8–12 describing executive sessions to be held under A.R.S. § 38-431.03 (subsections cited in the minutes) for legal advice and to consider positions regarding pending litigation, abatement of public nuisances, Town-owned property at 50 E Toy Rd., a contract with the Camp Verde Arena Association, and appointment/contract negotiations for Town Attorney services. Councilor Robin Godwin moved and Vice Mayor Wendy Escoffier seconded the motion to go into executive session for Items 8–12; the motion passed by unanimous roll-call vote.
The Council returned from executive session at 8:53 p.m. Mayor Moore reported that no direction was provided regarding Items 8 and 10, while direction was provided to Town Manager Miranda Fisher on Items 9, 11 and 12. The Special Session was adjourned at 8:54 p.m.
Staff will draft the bed tax ordinance and return proposed language to the Council for consideration; staff will also proceed with the RFP and return results to the Council.
