Camp Verde council directs staff to pursue funding partnership with Sustainability Partners

Camp Verde Mayor Marie Moore and the Town Council on May 14 directed Town Manager Miranda Fisher to advance talks with Sustainability Partners, LLC to explore alternative funding for capital improvement projects, including Watermain Replacement and the Black Bridge Sewer Main Extension.
Town Manager Miranda Fisher told the Council staff have been in discussions with Sustainability Partners for more than a year. Andrew Myers and Joe Yuhas of Sustainability Partners delivered a presentation outlining the firm’s philosophy, funding model, procurement process and past outcomes. Town Attorney Stuhan and Utilities Director Jeff Low described how a procurement and contract approach could work under Town procedures. Finance Director Michael Showers summarized anticipated financial benefits staff believes the partnership could offer.
Councilors asked questions about terms, procurement and how the firm’s ‘‘infrastructure as a service’’ model would apply to specific projects. After the presentation and follow-up discussion, the Council provided direction to the Town Manager to take the next steps with Sustainability Partners, LLC, including moving forward with the process described by staff.
Next steps identified by staff include further due diligence on contract terms and procurement steps and returning to Council with recommended contract terms or a proposed agreement for Council review.
The Council recessed for a brief break at 5:55 p.m. and resumed at 6:03 p.m.
