The Town of Camp Verde’s Mayor and Council met in special session on June 5, 2025, and after conducting executive-session interviews directed Town Manager Miranda Fisher to advance a recommendation that Patricia Seybold be appointed to the vacant council seat at the council meeting on June 11, Mayor Marie Moore said. No formal appointment vote was taken at the June 5 session.
Town Manager Miranda Fisher announced that "Jerry Martin formally withdrew his application on the morning of June 5, 2025," removing the need to consider the interview listed as Agenda Item 5, Fisher said. The council then read items 4, 6 and 7 into the record and voted to enter executive session under Arizona law to review applicants.
Vice Mayor Wendy Escoffier moved to go into executive session for agenda items 4, 6 and 7 at 1:05 p.m.; Councilor Jessie Murdock seconded the motion. A roll call vote recorded all six members present voting aye (Mayor Marie Moore; Councilor Brian Bolton; Vice Mayor Wendy Escoffier; Councilor Robert Foreman; Councilor Robin Godwin; Councilor Jessie Murdock), and the motion carried 6-0. The executive session was held pursuant to A.R.S. §38-431.03(A)(1) to review and discuss applications for the vacant council seat, including interviews and deliberations.
The agenda and minutes list the applicants interviewed or scheduled for interview as Patricia Seybold, Cristine McPhail, Sylvia Strobel, Fredrick Hayman, Stephen Reynolds, Tanner Bryson and Megan Asbury (the latter listed for a final interview). Town Manager Fisher served as the staff resource during the interview process.
The council reconvened the public session at 5:54 p.m. Mayor Moore thanked the applicants and said the council had provided direction to Town Manager Fisher to move forward with a recommendation that Patricia Seybold be appointed on June 11. The minutes note that "no formal action was taken." The special session was adjourned at 5:55 p.m.
The next procedural step indicated in the minutes is the June 11 council meeting, where the recommendation to appoint Patricia Seybold is expected to be presented. The minutes were certified by Town Clerk Leah Rhodes on June 19, 2025.
