Camp Verde council approves FY26 tentative budget, CIP, AzWARN mutual-aid pact and an engineering RFQ

At its June 4 regular meeting, the Camp Verde Town Council unanimously approved the FY26 tentative budget and Capital Improvement Plan, authorized an engineering on-call RFQ and adopted Resolution 2025-1184 to join the Arizona Water and Wastewater Agency Response Network (AzWARN).
The Camp Verde Town Council on June 4 unanimously approved a package of fiscal and operational items, including the FY26 tentative budget and the FY26 Capital Improvement Plan, and moved the town to participate in a statewide mutual-aid network for water and wastewater utilities.
The council approved the tentative budget — which sets the maximum allowable expenditures for fiscal year 2026 — after Town Manager Miranda Fisher and Finance Director Michael Showers reviewed projected revenues, expenses and anticipated grant income. Councilor Brian Bolton moved to adopt the tentative budget and Vice Mayor Wendy Escoffier seconded; the measure passed 5-0 (Councilor Jessie Murdock absent).
In a separate vote, the council approved the FY26 Capital Improvement Plan. Town Manager Fisher and Finance Director Showers outlined changes since the April 3 presentation, including moving the Town sprinkler system repairs to FY26 at a cost of $150,000; reducing wayfinding signage by $100,000 and reallocating the remaining funds to later years; adding multiple carryover allowances (including $363,135 for court construction and $100,000 for a facilities master plan); funding a $100,000 Development Impact Fee Study; and adding Sports Complex Phase II at $1.3 million across FY28–FY30. Councilor Robert Foreman moved to approve the CIP; Vice Mayor Escoffier seconded and the measure passed 5-0 (Councilor Murdock absent).
The council also authorized staff to release a Request for Statement of Qualifications for Engineering On-Call professional services. Utilities Director Jeff Low explained that the town's prior on-call list expired in 2020 and outlined the specialty areas for which the town would seek support. Councilor Robert Foreman moved to approve issuance of the solicitation, Councilor Robin Godwin seconded, and the motion carried 5-0.
On infrastructure coordination, the council approved Resolution 2025-1184 to join the Arizona Water and Wastewater Agency Response Network (AzWARN), a volunteer mutual-aid program that allows utilities to assist one another during emergencies when resources are overwhelmed. Utilities Director Jeff Low described AzWARN before Councilor Robin Godwin moved approval; Vice Mayor Escoffier seconded and the resolution passed by a 5-0 roll call.
Most items were approved unanimously with Councilor Jessie Murdock recorded as absent. The council carried the votes via roll call in open session; the meeting adjourned at 7:05 p.m. The council set upcoming meeting dates (including special sessions on June 5 and June 11 and regular sessions on June 18 and July 2).
