Applicant counsel John Bassous and applicant Laura Kessler spoke in support of a refund. The minutes record an initial motion to approve a partial refund of $11,979 that failed on a 4-3 vote (Bolton — nay; Seybold — nay; Foreman — aye; Murdock — aye; Godwin — nay; Escoffier — nay; Mayor Moore — aye). The minutes also record a subsequent motion to approve a partial refund of $5,989.50 with a roll call listing all ayes, but that same line in the minutes then states "Motion Failed 7-0."
