In a subsequent, separate motion the commission approved obligating $47,500 from county funds to serve as the required match and leverage for the potential grant award. Both resolutions instruct the board chair to execute and submit any documentation required by the Georgia Department of Community Affairs.
The packet included a Letter of Agreement from the River Valley Regional Commission describing services to prepare and submit the CDBG application (data collection, preliminary historic and environmental review, public hearings and cost estimation). The regional commission will charge $750 for a new application ($500 to rewrite an application) to defray preparation costs; if the grant is awarded, the regional commission can provide technical and management assistance under a separate contract at terms to be negotiated.
County staff said the resolutions are routine steps to apply for state‑administered CDBG funds; commissioners did not propose amendments to the application authorization or the match obligation at the meeting. If the application is successful, the next steps include executing a contract with the River Valley Regional Commission for application implementation and conforming the county’s budget to reflect the match and any awarded funds.
