Planning commission tables request to allow beer and wine at Starlight Banquet Hall

The Lunenburg County Planning Commission on Nov. 3 tabled consideration of an amendment to the conditional use permit for Starlight Banquet Hall, citing an imminent Board of Supervisors decision on an Event Venue ordinance that could change local operating conditions.
Applicant Wesley Williams asked the commission to allow an outdoor pavilion, permanent or serviced portable toilets and the on-site consumption of beer and wine at the property at 25 Jackson Drive (tax parcel 034-0A-0-70). Williams said he grew up in Lunenburg and has returned to operate the venue; he told commissioners he has interior and exterior cameras and a deposit-forfeiture policy for renters who violate rules. He clarified he is seeking permission for beer and wine only and said the business generally operates Friday through Sunday except for funerals during the week. “Put a restriction on it and give me a chance,” Williams said.
Several residents spoke in support during the public hearing. Vincent Gunter said a recent gathering of former Chargers could not be held in Lunenburg and instead took place at a Days Inn in South Hill; he said about 200 people attended and urged the commission to allow local venues so event dollars stay in the county. Audrey Walker, a Lunenburg native, Laverne Edmonds and Barbara Jones, the former owner of Starlight Arena, also voiced support and encouraged the commission to give the applicants an opportunity to operate the facility.
Clerk Taylor N. Newton read written and telephoned endorsements submitted to the planning office, including an adjacent-owner call from Christine Watkins and letters of support from Charles E. Thomas of Thomas Funeral Home and Rev. Dr. Irene B. Allen.
Following questions from commissioners about portable toilets and operating hours, Assistant County Attorney Drew DiStanislao told the commission that an Event Venue ordinance would go before the Board of Supervisors next week and suggested the commission delay action until the Board decides whether the ordinance changes applicable standards. Commissioner Pennington moved, and Commissioner Trent seconded, a motion to table the recommendation for one month to allow the Board decision to inform any modifications; the motion passed unanimously.
The item will return to the commission after the Board of Supervisors acts on the Event Venue ordinance.
