Board approves health‑district carryover funds after brief debate on uses

Brenden Rivenbark, chief operating officer of the Three Rivers Health District, told the Board the district had about $8,300 in unused FY23 funds and requested carryover into FY24 to maximize state funds and support a 2% salary increase approved by the state in December 2023. Rivenbark said the balance was drawn mostly from vacancy savings.
Supervisor Sherrin Alsop questioned the choice to apply the funds to salaries and said she felt they should be used to supply medicines such as Narcan for citizens trained to use them. Chairman Lawrence Simpkins asked whether the funds could be reserved for capital needs like moving the health department to a newer facility. Mr. Berry asked about the origin of the carryover funds; Rivenbark reiterated they were largely vacancy savings.
After discussion, the Board voted to approve the health department agreement and the carryover funds (unanimous). The Board did not adopt a specific restriction on how the carryover must be spent.
