Board approves Discount Auto conditional use permit and rezones parcel for marine maintenance shop

The Board reviewed two land-use items on Jan. 9 and accepted Planning Commission recommendations to approve both applications.
First, Planning and Zoning Director Donna Sprouse summarized staff review of CUP22-01 and SP22-03, an application submitted by Wilson Engineers on behalf of Ahmed Sallam to construct and operate an auto repair/service/sales shop with office space and outside storage of vehicles/equipment on a parcel zoned General Business. Staff noted stormwater and erosion controls meet or exceed minimum standards, the existing septic system (designed for 450 gpd) appeared suitable for the proposed 100 gpd facility use, and VDOT had approved the proposed entrance design (a VDOT permit is required before construction). Staff recommended approval contingent on federal, state and local approvals and screening of outside storage; the Board accepted the Planning Commission’s unanimous recommendation and approved the CUP and Level 3 site plan.
Second, the Board considered RZ22-01, a rezoning request by C. Scott Mitchell to change a 2.06-acre parcel on Walkerton Landing Road from Limited Business (LB) to General Business 2 (GB2) to allow a proposed marine maintenance shop. Staff explained that the rezoning would reduce the parcel’s pre-existing nonconforming status relative to current uses, but a Level 3 site plan and required permits would still be necessary before operation. Resident Annie Carter expressed concern about commercial vehicle parking and sightlines near the Walkerton Post Office; staff and the applicant’s representative said such issues would be addressed during site-plan review. The Board voted to approve the rezoning unanimously.
