King and Queen Board approves Nutrien Ag Solutions fertilizer facility after brief public hearing

King and Queen County’s Board of Supervisors voted unanimously Feb. 12 to approve Conditional Use Permit CUP23-01 and Level 3 Site Plan SP23-01, clearing the way for Nutrien Ag Solutions to construct a 12,544-square-foot fertilizer compounding, blending and loading building and operate a wholesale distribution business on an 18.46-acre parcel at 15277 Richmond Tappahannock Highway.
Donna Sprouse, the county’s director of community development, told the board the application was submitted by Wilson Engineers on behalf of Nutrien and that staff and the Planning Commission recommended approval of the CUP and site plan as submitted with conditions. The Planning Commission held a public hearing on Jan. 2, 2024, before forwarding the recommendation to the board.
During the board’s public hearing, Jacquelin Hart (Shanghai District) said she opposed the application on the grounds that ‘‘sludge needs to be replaced with a safer product’’ and warned against allowing waste-derived fertilizer to be spread on rural fields. Blair Wilson of Wilson Engineers, speaking for the applicant, responded that the fertilizer processed at the proposed facility is not made with sludge.
After discussion the board accepted the Planning Commission recommendation. Mr. M.R. Berry moved to approve CUP23-01 and SP23-01; Ms. S.C. Alsop seconded. Recorded AYES were S.C. Alsop, J.L. Simpkins, M.R. Berry, M.H. Norman and C.R. Billups; there were no NAYS.
With the approval, the county will proceed under the permit and site‑plan conditions recommended by staff and the Planning Commission. The minutes do not record additional technical conditions or a construction timetable; those details are in the Planning and Zoning file for CUP23-01 and SP23-01.
