County staff presented the policy language, which lists three approved reasons for remote participation when no state of emergency is declared: temporary or permanent medical disability or the need to care for an ill family member; principal residence more than 60 miles from the meeting location; and limited personal-matter absences subject to an annual cap. The policy requires the Chair (or Vice-Chair, if the Chair is the remote participant) to approve electronic participation and directs the Board to record the reason and remote location in the minutes.
