Trustees invoke state law to exempt Rancho Starbuck school project from county zoning requirements

The Board of Trustees voted Feb. 2, 2026, to adopt Resolution 2025/26 No. 1001, which uses California Government Code section 53094 to render Los Angeles County zoning and land-use ordinances inapplicable to the Rancho Starbuck School property for the district's public-school facilities and related educational purposes.
The resolution, passed 5-0, states the project (which includes a performing-arts center/gymnasium and a classroom building) is a Field Act public school project to be designed and constructed under plans approved by the Division of the State Architect (DSA). The board's findings note that Los Angeles County requested parking ratios, site-plan review and related zoning-level review during coordination; the board determined applying those zoning rules could delay the project and that parking and accessibility requirements are governed by California Building Standards enforced by DSA. The resolution explicitly preserves county authority over grading ordinances under Government Code section 53097 and directs the superintendent or designee to coordinate with the county on grading, drainage and ministerial permits and to provide notice to the county within 10 days of adoption.
