Henderson City Council unanimously approves stormwater, equipment and property actions; DOJ and state grant steps advanced

At its Jan. 13 meeting the Henderson City Council approved multiple budget transfers to address stormwater and sewer projects, authorized sale negotiations for city parcels for affordable housing (correcting a drafting error), and approved grant actions including acceptance of a DOJ JAG award for ballistic shields and an application to the NC Governor’s Highway Safety Program.
The Henderson City Council approved several measures at its Jan. 13, 2025 regular meeting aimed at addressing stormwater infrastructure, public-safety equipment and affordable housing readiness.
The council voted unanimously to approve Resolution 25-04 and Ordinance 25-02 to move $28,000 from the Sewer Reserve into engineering contracted services to complete MS4 (Municipal Separate Storm Sewer System) compliance work. Separately, Ordinance 25-03 transferred $82,500 from the Water Reserve to the Capital Improvement Project account to address urgent stormwater and sewer projects on Merriman, Parham and Hargrove streets; Councilmember Michael Venable moved the ordinance and Councilmember Geraldine Champion seconded.
The council also approved Resolution 25-03 to authorize negotiating the disposition of listed city parcels to support affordable housing; members corrected a drafting error in the CAF that had described the parcels as 'personal' rather than 'real' property before voting. Manager Kingsberry, noting that the CAF was prepared under the prior city manager, said he believed the parcels were vacant lots and that, in his role as city attorney, he would ensure compliance with North Carolina General Statutes during negotiations.
On public-safety funding, Council approved an Ordinance (25-01) moving $85,200 of NC State Treasury funds into the Police Department’s departmental supplies account to purchase equipment. The consent agenda — approved earlier in the meeting — included acceptance of a U.S. Department of Justice Bureau of Justice Assistance (JAG) grant award to fund ballistic shields for patrol officers (CAF 25-01; Resolution 25-01; Ordinance 25-04). Council also authorized submission of an $11,000 application to the North Carolina Governor’s Highway Safety Program for FY26 overtime and travel funding for Henderson Police Department training (Resolution 25-02).
All votes recorded in the minutes on Jan. 13 carried unanimously. The council’s actions reallocated reserve funds to immediate capital and equipment needs and authorized staff to proceed with property disposition negotiations and grant applications.
