Fulton County commissioners approve $281,921.91 in payables, several personnel actions and board appointments

The Fulton County Board of Commissioners approved routine business and personnel actions during a Dec. 16, 2025 meeting at the Commissioners' Office. Commissioners Randy H. Bunch (Chairman), Steven L. Wible (Vice-Chairman) and Hervey P. Hann (Commissioner) and Chief Clerk Stacey M. Shives were present.
Commissioner Hervey P. Hann moved to approve payables dated Dec. 16, 2025, totaling $281,921.91 across county funds, including $214,588.09 from the General Fund and $46,105.21 from Opioid Settlement Funds; the motion passed unanimously. Commissioner Steven L. Wible moved to retroactively approve a Fiscal Department renewal order form with Momentive Software, Inc., at an annual price of $1,660.48; that motion also passed "all in favor." The board approved a request submitted by the Sheriff's Department for inmate physician services at the Bedford County Correctional Facility.
The board met with Domestic Relations Director Tina Gress on department matters. Commissioner Hann moved to dismiss a Domestic Relations employee effective Dec. 8, 2025, and to advertise for an "Enforcement Officer 1" position both internally and externally; both motions passed unanimously.
Commissioner Bunch moved to appoint Thomas Peppernick to the Fulton County Industrial Development Authority Board of Directors for a four-year term expiring Dec. 31, 2027, and Commissioner Hann moved to reappoint Margie McGuire (Contractor), Paula Shives (Member-at-Large), Thomas Morton (Elected Official) and Daniel Schriever (Member-at-Large) to the Fulton County Agricultural Land Preservation Board for two-year terms through Dec. 31, 2027. Both actions passed without recorded opposition. The board also approved the 2026 Commissioners' meeting dates for public advertisement.
The board convened two brief executive sessions for personnel matters during the meeting and noted that a separate short Retirement Board meeting had been held earlier to set the employee pension-contribution rate; those minutes were recorded as separate and on file. A DCED financial monitoring interview scheduled for 11:30 a.m. was canceled by DCED, which requested to meet instead with SEDA COG and the Chief Clerk for the review. The board adjourned at 11:45 a.m.
