Fulton County commissioners approve grant pact, hire enforcement officer and sign routine invoices

The Fulton County Board of Commissioners met Tuesday, Jan. 13, 2026, and approved a series of administrative and personnel actions, including a multi‑year drug and alcohol program agreement, a union hire for the Domestic Relations office and several vendor invoices. The board convened at the Commissioners’ Office in McConnellsburg and conducted routine opening formalities before beginning business.
Executive Development Director Julie Dovey asked the board to approve the 2025–2030 Franklin/Fulton Grant Agreement #4100101172 with the Department of Drug & Alcohol Programs, under which Franklin County will act as the single county authority for administration of the Drug & Alcohol Program for the two counties. Commissioner Randy H. Bunch moved to approve and execute the agreement; the motion carried unanimously.
Interim County Treasurer Amy Bishop presented the month‑end report for Dec. 31, 2025. The board approved accounts payable dated Jan. 13, 2026 totaling $135,622.38 across funds, with $66,644.09 charged to the General Fund (Fund 100). Commissioner Hervey P. Hann moved to approve the payables and the motion passed unanimously.
Domestic Relations Director Tina Gress requested approval to fill a vacant Enforcement Officer 1 position. Commissioner Randy H. Bunch moved to hire Angie Horton for the union position effective Jan. 26, 2026; the Salary Board set the salary per the collective bargaining agreement. The board approved the hire unanimously.
The board also approved the 2026 Certification of County Funds as presented by Treasurer Amy Bishop and directed staff to notify organizations they may apply for hotel/motel tax funding once the county receives the fourth‑quarter payment. Commissioner Hervey P. Hann moved both actions; each passed by unanimous vote.
On human resources matters, the board approved the county’s 2026 pay scale as presented by HR Administrator Mary Huston and amended the HR manual (Section 212) to clarify the health insurance opt‑out payment: eligible employees who waive health insurance will receive a pro‑rated monetary payment up to $1,020 per year ($85 per month), paid with the final payroll in December or upon resignation, with the waiting period excluded from the calculation; employees must leave in good standing to receive the payment.
Other approved administrative items included payment of the CCAP PCoRP second installment invoice for $45,442.00; a renewal quote for ASPIRE two‑factor authentication as recommended by IT staff Rick Grissinger; an SAP&DC invoice for local county/transportation support for $8,598.00; and authorization to pay burial expenses for veteran Floyd G. McGinnis to his surviving spouse, Janet McGinnis. The board also approved a revision to the LERTA application inspection language to read “Inspection by Zoning Officer or Fulton County Planning,” and accepted Ronald Richards as the real estate agent for the property at 119 N. 2nd Street, McConnellsburg, at a 3% commission.
The board conducted several executive sessions for legal and personnel matters during the morning and adjourned at 11:33 a.m.
