Camp Verde council approves $2.05M WIFA loan application, awards $100K fee study and adopts finance guide changes

Camp Verde’s Town Council on Oct. 8, 2025 voted unanimously to allow staff to apply for a $2,050,000 Water Supply Development Revolving Fund loan through the Water Infrastructure Finance Authority of Arizona (WIFA) to support the Bradshaw Haven Project.
Town Manager Miranda Fisher told the council the loan program is limited to municipalities and that the Town would serve as fiscal sponsor if the loan is approved; Friends of the Verde River would manage the loan and the parties would enter a memorandum of understanding defining roles and responsibilities. Council approved the staff recommendation on a 7–0 roll call vote.
In related business, the council awarded Request for Proposal #2025‑213 for a Development Impact Fee Study to Willdan Financial Services, with a contract amount not to exceed $100,000. Staff reported proposals were due Sept. 4, 2025; principal consultant Kevin Burnett introduced himself as the lead for the project. The motion carried 7–0.
Council also approved updates to the Town’s Finance Operations Guide after Finance Director Michael Showers highlighted redline changes. The council asked questions that staff answered during the meeting and approved two additional edits to be incorporated into the guide: a presentation of the investment policy when the annual budget is reviewed with council, and moving the uniform allowance to be incorporated within each department’s annual budget. The motion passed 7–0.
All three motions were approved by the full seven‑member council: Councilors Brian Bolton, Robert Foreman, Robin Godwin, Jessie Murdock, Patricia Seybold, Vice Mayor Wendy Escoffier and Mayor Marie Moore.
What happens next: If the WIFA loan application is approved, the Town will execute a memorandum of understanding with Friends of the Verde River and John Bradshaw to define oversight and management of the Bradshaw Haven Project loan. The impact fee study timeline and scope will be developed with Willdan Financial Services after contract execution; specific study milestones were not specified at the Oct. 8 meeting.
