Buffalo County delays Torrey Estates road closure, authorizes developer road work and adopts One and Six Year plan

Highway Superintendent John Maul recommended closing a portion of road located in the Torrey Estates Subdivision. Because the petitioned road lies within the City of Kearney’s zoning jurisdiction, the Board voted to forward the petition, the Highway Superintendent’s report, and the petition to the Kearney City Clerk and delay any County hearing until the City grants permission. The motion passed 6–0 with one member absent.
The Board reviewed and amended a proposed road improvement contract to require no less than eight-inch-thick concrete. The contract, as amended, authorizes Justin C. Landis (managing agent for Landis Truck and Equipment) and the developer’s contractor to enter and improve approximately 100 feet of Buffalo Creek Road and grants a license for access for a three-year period; the Board authorized the Chairman to execute the contract.
Chairman Klein opened a public hearing on the 2022–23 One and Six Year Road and Bridge Plan. With no public comment, the Board adopted the plan as presented. The Board also authorized the Chair to sign the County Annual Certification of Program Compliance to the Nebraska Board of Public Roads Classification and Standards (Resolution 2022-39), citing relevant Nebraska statutes (e.g., 39-2115, 39-2120, 39-2121). All motions on these road items passed by recorded roll-call votes of 6–0 (one absent).
