Buffalo County OKs ARPA grants for Amherst, Riverdale and Gibbon

On Sept. 27 the Buffalo County Board of Commissioners voted to execute American Rescue Plan Act grant agreements with three municipalities after review by the County’s Budget Committee. The resolutions (Resolution 2022-33) authorize ARPA funding to: the Village of Amherst for sewer and sanitation system assistance; the Village of Riverdale for sewer, sanitation and bridge repair; and the City of Gibbon for sanitary water improvements, sanitary system upgrades and a stormwater drainage study and mapping. Chairman Ivan Klein recorded the motions and each passed 6–0 with Commissioner Sherry Morrow absent.
Board member Bill Maendele moved approval and Ronald Loeffelholz seconded for at least one of the motions; the minutes show the Board later moved to amend the City of Gibbon ARPA contract to correct a stated amount that differed from the actual contract amount. The Board said the Budget Committee reviewed requests from political subdivisions and recommended allocations; contracts will memorialize the scope and any conditions.
The resolutions state the county’s intent to use ARPA funds for municipal infrastructure affected by the pandemic and to execute contracts to implement the projects. The minutes indicate detailed ARPA contracts will be executed between Buffalo County and the named municipalities spelling out scope, amounts and implementation steps.
