Buffalo County OKs ARPA grant to agricultural society for fairgrounds upgrades

The Buffalo County Board of Commissioners on May 24 authorized an American Rescue Plan Act (ARPA) agreement with the Buffalo County Agricultural Society to pay for parking repairs, parking expansion and electrical upgrades at the Buffalo County Fairgrounds.
Dave Roseberry, manager of the Buffalo County Agricultural Society, addressed the board seeking ARPA assistance for fairgrounds infrastructure the society says suffered economic impacts tied to the COVID-19 public health emergency. The board’s Budget Committee recommended allocating a portion of the county’s ARPA funds for the project.
The motion to authorize Vice Chairman Sherry Morrow to sign the ARPA contract carried with five votes in favor and one abstention from Commissioner Ronald Loeffelholz. The resolution (2022-19) cites Treasury guidance on allowable ARPA uses and frames the agreement as assistance to a governmental organization to make necessary investments in structures and infrastructure.
The resolution authorizes the chairperson to execute the agreement and to take necessary steps for project completion. The minutes do not list a contract dollar amount; implementation and reporting are subject to ARPA/Treasury rules and subsequent contract documents.
