Commissioners award $3.78 million asphalt overlay contract to Haskell Lemon; lowest bidder passed over

The Kingfisher County Board of Commissioners voted unanimously Jan. 20 to award Bid #8-25-26 (2026 Asphalt Overlay for Districts 1 and 3) to Haskell Lemon. The minutes record the company’s combined total for both districts as $3,781,922.37 and note that the lowest bidder was not chosen because of a history of poor performance.
Commissioner Anthony Schwarz moved to award the contract and Commissioner Jeff Moss seconded; the motion passed 3–0. The minutes list competing bids and totals for the record, including Atlas Paving Co., TJ Campbell, Silver Star Construction, Rudy Construction, Schwarz Paving Co., Ellsworth Construction and others.
