Kingfisher County commissioners approve large RBST payment, dozens of claims and add emergency requisitioning officer

The Kingfisher County Board of County Commissioners voted unanimously Dec. 22 to approve dozens of purchase orders and claims across multiple county funds, authorize a $1,500 condemnation legal fee for a DOT project and designate an emergency management official as a requisitioning officer.
Chairman Anthony Schwarz, Vice Chairman Jeff Moss and Commissioner Mike Sparks voted 3-0 to approve the claims as presented by the county clerk. The register of claims included payments from General, Highway, RBST, sales tax and other funds; notable items listed by the clerk included a RBST payment to Zyzer for $712,715.70, Lightle Sand and Construction for $48,903.36 (Highway), Dollar Trucking for $18,824.05 and Schwarz Oil for $13,838.53. The clerk said details are available in the County Clerk’s Office.
Vice Chairman Jeff Moss moved, and Commissioner Mike Sparks seconded, approval of a $1,500 DOT claim to Durbin, Larimore & Bialick P.C. for condemnation legal fees related to the Uncle John Creek Project, number 31857(04). The motion passed unanimously.
Commissioner Mike Sparks moved, seconded by Vice Chairman Moss, to approve the minutes of the Dec. 15 meeting, the agenda and payroll/purchase orders for Dec. 22, 2025 (covering FY 24-25 and FY 25-26). That motion also passed 3-0.
Sparks moved and Moss seconded a separate motion to add Randy Poindexter, of Emergency Management, as a requisitioning officer on all Emergency Management/LEPC accounts; the board approved the change unanimously.
The board noted county offices will be closed Dec. 24–26 for the holidays and adjourned at 9:09 a.m. The minutes and a full list of approved purchase orders and claims are available for public inspection in the County Clerk’s Office.
