Kingfisher County commissioners update jail board, renew CED#8 agreement and table bridge bid

Kingfisher County — The Kingfisher County Board of County Commissioners met Nov. 17, 2025, and unanimously approved a series of administrative actions including changes to the Jail Trust Authority board, renewal of an interlocal agreement with CED#8 and adoption of the county's 2026 holiday and meeting schedules. The board also voted to table the bid results for a District 1 bridge project until next week.

The meeting opened at 9:00 a.m. with Chairman Anthony Schwarz presiding, Commissioner Jeff Moss (vice chairman) and Commissioner Mike Sparks present. County Clerk Emily Lee recorded the claims and purchase orders for both FY 2024–25 and FY 2025–26. Among the line items presented were an ARPA RPC Operations entry for $182,217.12 and an RBST entry for TJ Campbell listing $1,272,820.21; the board reviewed the packet of vendor claims across departments before taking votes on agenda items.

On a motion by Jeff Moss seconded by Anthony Schwarz, the commission tabled the results for Bid #5-25-26 (District 1 Bridge CN233) until the following week. Bidders listed in the meeting packet were Haskell Lemon ($298,594.00), Railroad Yard ($78,500.00) and Horn & Son Const ($95,000.00); the board did not award the contract at this meeting.

The board approved a $140 claim from the law firm Durbin, Larimore & Bialick, P.C. related to the Uncle John Creek condemnation project, on a motion by Moss and seconded by Sparks.

Commissioners voted to remove four members of the previous Jail Authority — James Matousek, Jerry Copeland, Jim Simmons and Kyle Mecklenburg — and to add five members to the Jail Trust Authority: Kyle Glazier, Tom Kloepple, Don Haney, Sheriff Aaron Pitts and Anthony Schwarz. Motions to remove and to add members were moved and seconded during the meeting and passed without opposition.

The board approved the title sheet for the 2026 Asphalt Overlay project covering Districts 1 and 3; approved Resolution #19 renewing an interlocal agreement between Kingfisher County and CED#8 (noting a language change from the previously approved Resolution #15); and approved the minutes of Nov. 10, 2025, the current agenda, purchase orders, warrants and payroll for the specified fiscal years.

The commission also approved administrative housekeeping items: adding Lindsey Shimanek as a signatory on county bank accounts and as a receiving officer, and updating Caitlin Fulton’s name to Caitlin Weibelt in county receiving records and bank accounts. The board adopted the 2026 schedule of county holidays and the 2026 schedule of Board of County Commissioners meetings.

All recorded motions during the meeting passed unanimously with votes recorded as Moss — Yes, Sparks — Yes, Schwarz — Yes.
