Greer County commissioners adopt 2026 safety manual, approve routine claims and seek more information on health-plan invoice

The Greer County Board of Commissioners met Feb. 17, 2026, in the courthouse and took a series of administrative actions, adopting a countywide safety manual and approving multiple claims and purchase orders while asking for additional information before paying a health-plan assessment.
Chairman Mark Barnes called the meeting to order at 9:00 a.m. Commissioner Brent York moved to approve the minutes of the Feb. 9, 2026 special meeting; Vice-Chairman Steven Fite seconded and the motion passed with York, Barnes and Fite voting in favor.
Commissioner York moved to meet with OSU Extension Coordinator Cheryl Lively, who then provided details about the previous county fair. No formal action followed from the presentation.
The board recorded that no action was taken to meet with Greer County Sheriff Steve McMahan and that the proposed 80-bed Law Enforcement Center was not discussed further at the session.
Vice-Chairman Steven Fite moved to approve the 2025 estimated reimbursement for the 100% Disabled American Veterans (DAV) exemption as presented by the Greer County Assessor; Brent York seconded and the motion carried unanimously. York then moved (seconded by Fite) to approve the 2025 claim for reimbursement for the additional homestead exemption as presented by the assessor; that motion also passed.
The commissioners voted to implement the 2026 Safety Manual for Greer County after a motion by Steven Fite and a second from Brent York. The board approved a P-Card payment of $7.40 to Bank of America for January 2026 and approved a motion to discuss payment of a Special Assessment Invoice from the OPEH&W Health Plan, directing County Clerk Tiffany Buchanan to gather additional information before payment is made.
In a separate action the board approved a long list of purchase orders and reimbursement claims across departments, including items listed for Extension, General Fund, Highway, Health, RM&P and the sheriff's office. Vendor entries in the minutes include, among others, OSU Coop Ext Service ($528.01), Fuelman ($2,253.10), CL Boyd Co. Inc. (multiple entries including $9,016.44 and $2,292.67 for parts and labor), Midwest Printing (two entries totaling $1,696.53), and other smaller vendor charges. The minutes record that there was no action taken on Roads & Bridges.
The board recessed the meeting at 9:32 a.m. The minutes were subsequently approved and signed on Feb. 23, 2026.
