Grant County approves routine expenditures and roof repair; discusses EMS district and Lamont demolition lien

The Grant County Board of County Commissioners on Nov. 24 approved routine financial actions, accepted a courthouse roof repair proposal and discussed, without taking formal action, changes to emergency medical service boundaries and a demolition lien from the Town of Lamont.
Chair Craig A. Fredrick called the meeting to order at 9 a.m. and confirmed a quorum with Commissioners Steve Stinson and Keith McClure present. County Clerk Rachelle D. McCaleb confirmed the agenda had been posted in accordance with Title 25, 301-314 O.S.
The board approved a Transfer of Appropriations, Blanket Purchase Orders, and Purchase Orders and Travel Claims after motions by Commissioner Steve Stinson and seconds by Commissioner Keith McClure; all votes were recorded as aye. The board also approved payment of a range of vendor claims across county funds, including highway rock purchases from DOLESE recorded in the minutes.
In separate motions, the board approved the Bank of America P-Card statement for October 2025 (amount corrected on the agenda to $3,367.70), and approved two Treasurer’s Office asset resolutions: Resolution 2025-209 to surplus three office chairs and Resolution 2025-210 to dispose of and transfer those chairs as listed in the minutes. Commissioners also approved Notice to Bidder Bid #13-2025 for the six-month materials bid period Jan. 1–June 30, 2026.
The board unanimously approved a Courthouse Roof Repair Proposal from Tecta America Oklahoma, LLC for $3,290.31.
On policy and discussion items, Commissioner Stinson raised that the Town of Pond Creek may donate ambulances to the county’s 522 board. The assistant district attorney told the board such a donation would be permissible and cautioned against leasing vehicles. Stinson said the BOCC must determine EMS response-area boundaries and whether to declare Grant County a 522 district; he said he will confirm whether a public hearing is needed. No boundary decision or declaration was made at this meeting.
The County Treasurer reported that the Town of Lamont demolished a taxpayer’s two lots, incurred abatement costs of $8,790 and has requested that the county accept a certified statement to place the amount on the tax roll. The Treasurer said the property owner appears current on property taxes and that statutory notice and hearing procedures for demolition and lien placement may not have been followed; she has sought guidance from Assistant District Attorney Benjamin Bowers. The BOCC advised the Treasurer to wait for legal counsel before adding the amount to the tax roll; no action was taken.
County highway updates noted District 1 is performing preventative maintenance, District 3 is hauling rock and experiencing staff shortages through the holidays, and District 2 crews are moving rock and clearing tall grass.
