Montevallo council approves site plan for The Learning Tree daycare; access options remain to be finalized

Yoko Brown spoke on behalf of the applicant and, introducing Latricia Adams (identified in meeting materials as founder), described the planned operation: licensed for 106 children, open Monday–Friday from 6 a.m. to 6 p.m., with an expected opening in fall 2026. The property is zoned B‑1 SD Neighborhood Business Special District and lies within the Scenic Corridor Overlay District, which requires Design Review Committee approval under Appendix E of the city code.
The Planning and Zoning Commission’s file (Resolution SP25‑015) and accompanying materials note the 2.5‑acre subject parcel and say access was initially proposed via Freedom Parkway across a portion of the Lexington Parc subdivision common area. Early communications with the local HOA suggested possible cross‑access, but the corporate HOA later objected; the applicant is exploring alternative access options including direct access to State Route 119 or a shared entrance with the adjacent Dollar General. Meeting materials state that access must be determined before final site‑plan approval and that a redesign may be required.
The council moved to approve the planning and zoning resolution recommending the site plan (motion by Council Member Kenneth Dukes; seconded by Council Member Lelia Mitchell). The vote was recorded as all ayes and the motion passed. The resolution and related exhibits were entered into the record (see Appendix 8 in the meeting packet).
Why it matters: The new facility would add licensed childcare capacity in Montevallo and operate long weekday hours, changes that affect traffic and neighborhood access.
