Hartselle City Council adopts solid waste, cemetery ordinance changes; approves budget, licenses and appointments

Hartselle City Council convened at 7:00 p.m. Tuesday, Feb. 10, and approved a set of ordinances, a budget adjustment and multiple routine items, voting unanimously on each measure.
Council President Dr. Charles “Chuck” Gill opened the meeting in the Assembly Room at the Hartselle Municipal Building. Public Works Director David VanKoughnett told the council the proposed changes to the Solid Waste Ordinance addressed operational needs; the council adopted Ordinance 1637 on final consideration by unanimous voice vote. Development Director Jeremy Griffith summarized revisions to the Cemetery Ordinance — including expanded authority for the mayor to enact cemetery rules, updated regulations, and reducing the Cemetery Board from seven to five members while requiring city residency — and the council adopted Ordinance 1646 by unanimous voice vote.
Griffith also introduced Ordinance 1643 for first consideration, a zoning change that would prohibit replacing non-conforming mobile homes removed from a lot or damaged beyond 50% of the structure’s ad valorem tax value, while maintaining an exception for grandfathered mobile home parks; the council introduced the ordinance by unanimous voice vote and Planning Commission had recommended approval 6-0-1.
The council approved Resolution 26-0210 to allow Life Church to stripe four parallel parking spaces along the west side of Cedar Street as part of its renovation of the former Family Dollar property, conditioned on a memorandum of understanding from the church accepting the lease terms. The council also authorized the mayor to sign an agreement with Book Systems Inc. to move the library’s book-hosting system to cloud hosting, a budgeted upgrade that shifts backup and server responsibilities to the vendor.
Parks & Recreation Director Thomas Phillips requested a $66,675 budget adjustment to the Building and Grounds line to install a new membrane on the Civic Center roof after recent rains exposed ongoing leaks; the council approved the adjustment by unanimous voice vote.
Mayor Missy Evans presented an application for a Retail Beer and Retail Table Wines license for Pizza Hut that had been approved by the Alcohol Review Committee pending final inspections. The council opened a public hearing, heard no comments, and approved the license contingent on the restaurant passing final inspections.
The council confirmed multiple Parks & Recreation Board appointments: Austin Randolph (five-year full term); Lauren Hibbs (four-year unexpired term); Chad Gladden (two-year unexpired term); Jason Blair (one-year unexpired term); and alternates Todd Willis and Larry McGhee (each five-year alternate terms). Each appointment was carried by unanimous voice vote.
Police Chief Alan McDearmond swore in new Police Officer Blake Curtis, who joins the department after service with the Morgan County Sheriff’s Office; SRO Officer Zeke Eubanks was also recognized as the department’s Officer of the Year. Houston Brown of the Nunn-Oden Masonic Lodge presented a $2,500 donation to the Police Department’s canine unit.
The meeting closed after brief mayoral and council updates — including a report that the city received a 2025 “gold” recognition from AMIC for reduced claims and that the annual financial audit is underway — and adjourned at 7:24 p.m.
