The King and Queen County Board of Supervisors took several administrative and personnel actions on May 13, 2024, voting unanimously on a set of resolutions and appointments.
Land‑use permits for fixed speed alert signs: Captain Mitchell advised the board that fixed speed alert signs installed in VDOT right‑of‑way require VDOT land‑use permits and either a performance bond or a board resolution. The board adopted a resolution authorizing the county administrator or a designee to execute land‑use permits, procure required insurance and, if requested by VDOT, provide surety arrangements or a dual‑obligation rider adding VDOT as an obligee.
VRS hazardous‑duty multiplier: Tina Ammons, director of finance, said Sheriff Balderson and Emergency Services Coordinator Greg Hunter requested an enhanced multiplier for hazardous‑duty employees as part of FY25 budget submissions. The board included an estimated $30,000 to cover the change and adopted a resolution electing enhanced VRS hazardous‑duty benefits effective July 1, 2024; the county’s employer VRS rate for all full‑time employees will increase to an estimated 10.49%, and eligible hazardous‑duty positions will be eligible for a retirement multiplier increase from 1.70% to 1.85%.
Surplus property and appointments: The board approved a list of county vehicles and equipment for surplus, tabled acceptance of a deed for a real property acquisition to the next meeting, and appointed Joseph McGuire to the Economic Development Authority (term through Dec. 31, 2025) and Karen Forde (Thrive Virginia) as the CPMT private provider representative. The board also set June 10, 2024 as the date for public hearings on ZA24‑01 (Chapter 5 erosion and sediment control), RZ24‑01, CUP24‑01 and SP24‑01 for Virginia Electric & Power Company doing business as Dominion Energy Virginia.
