King and Queen Board confirms county public library, names advisory trustees

The King and Queen County Board of Supervisors voted unanimously on May 13, 2024 to ratify the county’s public library, confirm trustees appointed February 1, 2024, and designate the board of trustees as an advisory body starting July 1, 2024.
Ms. Seay, the county administrator, told the board that the county established the King and Queen County Public Library and appointed a board of trustees effective Feb. 1, 2024. She said the General Assembly amended Va. Code § 42.1‑36 effective July 1, 2024 to permit the county to operate the library without a management board; King and Queen County intends to retain its trustees as an advisory board after that date so the locality remains eligible for Library of Virginia funding. “The library is now open and will be fully functioning as of July 1,” Ms. Seay said.
The resolution ratified the library’s existence under Va. Code § 42.1‑33 and confirmed that the trustees—Adrienne Berard, Kim Carlton, Beth Hayes, Patricia Simpkins, Biddy Walker and Annie Carter—served effective Feb. 1, 2024. Between Feb. 1 and June 30, 2024 the trustees will have management and control of the library; on and after July 1 they will serve in an advisory capacity as allowed by the amended statute. The motion to adopt the resolution was made by S.C. Alsop and seconded by M.R. Berry; the vote was 5–0.
The board’s action preserves the county’s eligibility to receive state library funds, as required by the Library of Virginia.
