King and Queen County approves FY2024 budget amendments, school fund transfers and construction funding

At its June 10 meeting the King and Queen County Board of Supervisors approved a set of FY2024 budget amendments that include grant revenue, transfers and targeted expenditures.
Finance Director Tina Ammons presented the package. The General Fund changes add $446,695 in revenue and expenditures, including a $54,695 Department of Fire Programs training grant and a $317,000 DCJS grant for the Sheriff; the package also includes a $75,000 use of General Fund balance for a transfer to the CSA Fund. The CSA Fund amendment totals $200,000 ($125,000 state, $75,000 local). The Board also approved using $1,300,000 of the Elementary School Construction Fund balance for school construction expenditures. Prior to the FY24 amendments the board had approved appropriating remaining $500,000 in local funds to the School Fund and recognized March 2024 revenue of $1,401,500.66 and April 2024 revenue of $997,802.89 for the School Fund.
Recorded votes on the budget amendments were unanimous: AYES — S.C. Alsop; J.L. Simpkins; M.R. Berry; M.H. Norman; C.R. Billups. NAYS: None.
Separately, Chief Deputy Wilson requested authorization for two additional deputy positions, saying SRO grant awards would allow hiring but that officers hired in August could not be road-ready until March 2025. County staff noted the FY25 budget assumptions rely on continued use of fund balance, which affects long-term funding sustainability. The board chose to table the sheriff’s staffing request for further discussion and analysis.
