Miramar commission approves NSU partnership, a church facility use and HOA tree‑mitigation code changes

The Miramar City Commission on Feb. 11 approved three items that city staff said will expand partnerships and update local development rules.
Master services agreement with Nova Southeastern University: The commission authorized a five‑year master services agreement that will allow the city to engage NSU for applied research, training, grant support, program evaluation, and workforce development. Staff said funding will not exceed $85,000 per fiscal year and that services from institutions of higher learning are exempt from a competitive procurement under city code. Cassandra Carvallo Lindsey, chief of staff to the city manager, said the city manager’s office will manage requests for services and that routine work is expected to fall within the $85,000 annual cap.
Facility use with Church of the Glades: The commission authorized a one‑year facility‑use agreement permitting Church of the Glades to hold weekly Sunday services in the Sunset Lakes ballroom. Reggie Teller of Parks and Recreation said the rental is $500 per week and that the city budgeted approximately $24,000 in rental revenue for FY26. The ballroom will be reserved during the church’s principal service hours (roughly 9 a.m.–1 p.m.), though smaller rooms in the facility remain available for other rentals.
Land Development Code amendment: The commission adopted an ordinance amending landscaping standards to create an HOA tree mitigation program and to align the code with Florida statute 125.572 on synthetic turf. Planning staff said the program requires a tree inventory, species designation plan and a risk assessment; it allows substitution of smaller trees or different species where spatial constraints or utility conflicts exist and permits waivers of certain fees when HOAs comply with mitigation plan requirements. Staff told the commission the Planning & Zoning Board recommended approval and the city manager recommended adoption.
All motions were approved in recorded votes with all commissioners voting in the affirmative.
