Councilmember John Veranth initially moved to postpone the budget vote until next month and direct a full, corrected budget be prepared—citing the requirement to present budget adjustments to citizens 10 days before a hearing. That motion failed 2-3 (Tina Karlsson and Veranth voted Aye; Josh Ellis, Lacy Allen and Mayor Cheryl Cox voted Nay). After debate, Councilmember Lacy Allen moved to approve the budget adjustments as presented with two explicit changes: reduce the copier allocation from $10,000 to $3,000 and increase the HVAC allocation to $15,000. The council approved that motion on a roll-call vote, 4-1 (Veranth Nay).
Separately, Councilmember John Veranth reviewed HVAC bids and said Blake Heating submitted the most responsive, lowest bid for an in-kind chiller replacement and offered a mini-split alternative for selective cooling. The council authorized spending not to exceed $15,000 with Blake Heating and Air, with the exact solution to be determined after an on-site assessment; voice vote was unanimous.
