Bluff reallocates GOEO grant funds for Community Center work; town to issue RFPs for asbestos, demolition, windows and fire suppression

Town staff presented a reallocation of Governor’s Office of Economic Opportunity (GOEO) grant funds for the Bluff Community Center (CCC) on Feb. 17 and outlined immediate procurement steps for construction-related work.
Malia Collins told council the reallocation emphasizes construction activities and that the town plans to issue four separate RFPs for asbestos mitigation, a general contractor for demolition, window replacement, and fire suppression. Collins said the grant deadline is June 26, 2026, and that 90% of the cash portion has been received; Bluff will need to cover the final 10% cash match that had previously been expected from EPA funds.
Collins said the EPA funds originally accounted for a 10% cash match (about $45,000) but that Bluff is now responsible for that match and would increase the Capital Projects budget by about $25,000 to supplement the current $20,000. She recommended resubmitting the reallocation to describe Bluff’s coverage of salaries and to move $22,250 in GOEO budgeted grant-administration funds to construction where eligible. Collins said the Design Review Committee contributed to the plan and that fire suppression work has been prioritized because related grant funds have deadlines this year.
Collins also discussed procurement policy and timing: due to tight schedules she decided not to issue an RFI for the immediate CCC work, and will proceed with RFPs; she said the town will use RFIs in the future when more time is available to scope projects. Council did not take a formal vote on the reallocation at the meeting; Collins will complete edits and resubmit the reallocation to GOEO.
The council was advised that pursuing additional grants could support later interior work such as wall and plumbing work after fire suppression and demolition steps are completed.
