Council approves faster electronic-sign interval but clerk’s note says approval null pending readvertisement

Planning staff and a representative from Lamar Advertising described a proposed amendment to the Unified Development Ordinance to allow electronic signs to change every eight seconds instead of every 60. The petitioner said an eight-second interval is used by larger municipalities, that adaptive brightness reduces driver distraction, and that the service could display Amber Alerts at no cost to the City.
Councilmembers raised safety and visibility concerns; one member asked whether Amber Alerts would be free, and Lamar’s representative said the service would be provided at no cost. Despite questions and expressed concerns about driver distraction, the Council voted to approve Ordinance 25-14 at the meeting. However, the Clerk’s note attached to the minutes indicates the public hearing was unintentionally not held and therefore the previously recorded vote is null and void; the item will be readvertised and brought back for public comment and Council action on July 14, 2025.
Separately, Council approved technical corrections to the UDO as Ordinance 25-15, but the Clerk’s note said that item will also be re-advertised because a public hearing was not held. Staff will provide the public notice required by statute before reconsideration.
