Council approved participation in national opioid settlements and allocated $203,000 in local opioid settlement funds to two community organizations and for Narcan dispensers; approval of participation in the Purdue and Sackler agreements was unanimous.
The Henderson City Council on Aug. 11 approved participation in national opioid settlements and adopted a resolution to disburse the City’s $203,000 in opioid settlement funds.
City Manager Hassan T. Kingsberry reported the proposed disbursement: $140,000 to Community Partners of Hope, $50,000 to Recovery Alive, Inc., $12,000 to purchase Narcan dispensers and $1,000 for an opioid awareness event. Councilmember Garry D. Daeke moved approval of Resolution 25-32; Councilmember Sara M. Coffey seconded the motion. The resolution passed by a 7-1 vote: Councilmembers Daeke, Thorpe-Cooper, Walker, Coffey, Noel and Seifert voted yes; Councilmember Geraldine Champion and Michael Venable voted no.
Council also voted, following a closed session under attorney-client privilege, to participate in the Purdue opioid settlement and to sign the Sackler participation agreement; both actions were approved unanimously.
Police Chief Marcus Barrow said the Police Department would install Narcan dispensers and Lisa Harrison with the GranvilleVance Health Department would provide Narcan doses to stock dispensers at no cost to the City.
Why it matters: The disbursement directs settlement funds to local organizations and harm-reduction measures and formally joins the City to national settlements that may influence future local recovery resources.
Next steps: Staff will finalize disbursement agreements with the named organizations, arrange Narcan dispenser locations and report back as required by the resolution.
