Roosevelt County Commission approves insurance payment, ICIP for senior center, budget adjustments and records‑management contract

The Roosevelt County Commission approved a slate of financial and procurement items during its May 7 meeting in Portales.
County Manager Amber Hamilton recommended using cash reserves to pay the New Mexico County Insurance Authority Capital Adequacy Assessment of $245,307 for fiscal year 2024; Commissioner Paul Grider moved to approve the payment and Commissioner Roy Lee Criswell seconded. The motion passed on a recorded vote.
Special Projects Coordinator Carla Weems asked the commission to adopt an Infrastructure Capital Improvement Plan (ICIP) for the La Casa de Buena Salud Senior Center to identify needs and enable future public‑funding applications. Commissioner Dennis Lopez moved to adopt Resolution 2024‑17 and Commissioner Rodney Savage seconded; the resolution passed unanimously.
Finance staff presented a FY24 fourth quarter budget adjustment (Resolution 2024‑18) to reflect grant funding changes and payroll increases; the commission approved the adjustment on the motion of Commissioner Lopez and a second from Commissioner Grider.
Manager Hamilton also presented a $5,991 agreement with CivicPlus for the NextRequest public records management platform to streamline IPRA handling and reduce missed deadlines; Commissioner Paul Grider moved to approve and Commissioner Tina Dixon seconded. The agreement was approved.
Finance presenter Liliana Rivera requested approval of a professional services agreement to provide temporary coverage for the DWI/misdemeanor compliance program to cover an upcoming staff leave; the commission approved the agreement on a motion and recorded votes.
During the meeting the commission also approved indigent healthcare claims as recommended by the indigent board, totaling $1,083.60 after an indigent board session.
