The Roosevelt County Commission on April 9 adopted Resolution 2024‑15 approving the Annual Policies and Procedures Manual for the Roosevelt County Detention Center and approved related agreements and contract amendments.
Detention Administrator Shayla Ramsey presented the FY24 third‑quarter report: the facility held 68 detainees (58 men, 10 women), including 10 out‑of‑county detainees; March billings included $44,000 invoiced to Quay County and $2,075 invoiced to a military facility. Ramsey reported 11 detainees in medication‑assisted treatment (MAT), 11 in group therapy, 11 in individual therapy, 3 on medication, 4 enrolled in GED classes, 10 participating in yoga and 10 in parenting programs; there were no detainees in restrictive housing.
The commission approved Resolution 2024‑15 adopting the detention center manual review and also approved Amendment #1 to the comprehensive healthcare services agreement with Roadrunner Health Services, Inc., and Contract Amendment No.1 to the detention food service agreement. The board also approved two detainee confinement agreements with Colfax County for confinement at the Roosevelt County Detention Center and the Vigil‑Maldonado Adult Detention Center. All motions passed by recorded vote (unanimous among commissioners present).
Manager Amber Hamilton also noted a congressional spending award of $275,000 for plumbing and electrical work in the detention center front section.
The actions finalize the policy review and allow the county to continue intergovernmental detainee placements and contracted healthcare and food services; staff will administer contract amendments and reporting required under each agreement.
