Roosevelt County Commission ratifies manager's contract, approves audit and legal-service renewals and green-lights fairgrounds gate; denies late indigent claim

The Roosevelt County Commission on Aug. 13 ratified a set of routine contracts, approved one infrastructure change at the fairgrounds and denied a single late indigent-health claim, with all formal votes recorded as unanimous.
Commissioner Tina Dixon moved to ratify the county manager's employment contract, a measure that had been signed when the manager was introduced at an earlier meeting; Commissioner Rodney Savage seconded the motion, which passed with Commissioners Paul Grider, Roy Lee Criswell, Tina Dixon, Rodney Savage and Dennis Lopez voting yes.
Manager Annette Kirk recommended approval of a Professional Services Agreement with Cherry Bekaert Advisory LLC for financial audit preparation; Commissioner Paul Grider moved to approve and Commissioner Criswell seconded. The commission approved the contract unanimously.
Kirk also asked the board to renew its professional legal-services agreement with New Mexico Local Government Law. County Attorney Michael Garcia said the renewal extended the contract term by one year without other substantive changes. Commissioner Dixon moved and Commissioner Criswell seconded the renewal; the motion passed unanimously.
Maintenance Supervisor Gary Spinks and Detention Administrator Shayla Ramsey told commissioners that the current arena gate at the fairgrounds sits too close to detention facilities and chicken coops and that moving the gate south would improve traffic flow for horse trailers. Commissioner Paul Grider moved to install the gate in the new location; Commissioner Tina Dixon seconded, and the motion passed unanimously.
On healthcare assistance, Special Programs Coordinator Carla Weems presented a single indigent claim for $379 and recommended denial because the claim was submitted more than six months after the date of service and therefore did not meet the timely-filing requirement. Commissioner Paul Grider moved to deny the claim; Commissioner Rodney Savage seconded, and the commission voted unanimously to deny it.
There were no recorded dissenting votes on any of the items acted on during the meeting. The commission also entered and exited executive session during the meeting and subsequently stated that no action resulted from that executive session. The meeting adjourned at 10:55 a.m.
