Carter said he and another person were speaking at the fair when Commissioner Lopez approached and told them "he had messed with the wrong family." Carter said a few weeks later he was physically attacked by Victor Lopez at a high school football game, and that the school subsequently issued a strike against the team and restricted Carter and others from attending high school activities.
Megan Lopez, who identified herself as the commissioner’s daughter, spoke in defense of her father, saying he "is an amazing man and has held his character, through differences of opinions." The commission did not record any formal response from Commissioner Lopez in the meeting minutes and took no disciplinary or investigatory action during the session.
