Roosevelt County Commission approves multistate health compacts, energy-code opposition, grants and a sole-source detention scanner

The Roosevelt County Commission on Oct. 22 approved a package of resolutions, contracts and procurements, voting unanimously on each item.
Health compacts: The commission adopted Joint Resolution 1-2024 expressing support for a multistate compact to increase medical-provider access in New Mexico. Commissioners then approved Joint Resolution 2-2024 to support a similar compact for psychological and behavioral health providers. Both motions were moved and seconded and carried with unanimous votes.
Energy code: The commission approved Resolution 2024-37 opposing compliance with the amended 2021 International Energy Conservation Code as adopted by the New Mexico Construction Industries Commission; Commissioner Tina Dixon said she opposed requirements that would force charging stations to be installed in homes. The motion passed unanimously.
Land/amicus brief cost sharing: The commission approved Resolution 2024-38 to share the cost of preparing an amicus brief supporting the State of Utah's petition related to retention of unappropriated lands; the contribution will not exceed $500.
Contracts and procurements: The commission approved a $15,000 contract for economic development services with the Roosevelt County Community Development Corporation. It also approved a New Mexico Clean and Beautiful Grant Program agreement for $12,025.10 with a reduced scope of work after the county did not receive an anticipated private grant. Detention Administrator Shayla Ramsey presented a sole-source procurement for a Smiths Detention B-SCAN body scanner; the commission approved the purchase at a price of $149,900 after the county posted the sole-source notice without protest.
