Wellsville Council approves routine administrative items, names Mayor Pro Tem and reviews finances

The Council approved the meeting agenda and later approved accounts-payable checks numbered 31751 through 31780 after staff explained several specific expenditures, including a TextMyGov annual contract that provides a base allotment of 25,000 text messages for citizen communication and an interpretation payment to Irene Einzinger. Council approved the Feb. 4 minutes (vote recorded as YEA 4, ABSTAIN 1) and accepted the Payment Approval Report dated Feb. 18, 2026.
Councilman Carl Leatham was nominated and approved as Mayor Pro Tem for the 2026 calendar year. City Manager Scott E. Wells presented the annual related-parties disclosure required for the city audit; the Council approved the list as amended and Wells said he will finalize the specific names at the next public meeting.
Wells also presented mandatory training on the Utah Open and Public Meetings Act via a ULCT video, and the Council reviewed and unanimously approved the third-quarter financials for January 2026.
Council members discussed whether to allow paid advertising in the city newsletter; the Council generally favored restricting advertising to businesses holding a valid Wellsville City business license and asked staff to research costs if additional pages are required.
