Mayor Marie Moore opened the meeting and led the Pledge of Allegiance. Councilors Brian Bolton, Robert Foreman, Robin Godwin, Patricia Seybold and Vice Mayor Wendy Escoffier were present; Councilor Jessie Murdock arrived at 5:01 p.m. Town Attorney Trish Stuhan also attended.
Nicole Lance, the consultant retained for the retreat, guided a facilitated discussion focused on several management and governance priorities: refocusing the council around the town’s strategic plan, resetting relations among council members, the mayor and the town manager, clarifying performance expectations, identifying opportunities for operational efficiencies, and reenergizing the council as it considers future initiatives. The transcript records discussion and “possible direction” but does not show any motions or recorded votes during the retreat.
Town Manager Miranda Fisher participated in the discussion; the minutes later certified by Fisher note the session was duly called and that a quorum was present. The certified minutes are dated Nov. 20, 2025.
The retreat was presented as a planning and governance exercise rather than a decision-making meeting: the record shows facilitated conversation and planning work but no formal adoption of policy or budget actions. Mayor Marie Moore adjourned the retreat at 8:23 p.m.
