Camp Verde council declines to renew JOC program, directs open competitive bidding

CIP Manager Martin Smith and Town Attorney Trish Stuhan briefed the Camp Verde Town Council on Nov. 12 on challenges in administering the Town’s Job Order Contracting (JOC) program and legal constraints. Smith said staff have worked with the Town Manager and legal counsel to establish appropriate policies and procedures and identified recurring problems with the current JOC process.
Town Attorney Trish Stuhan reviewed Title 34 of the Arizona Revised Statutes and explained how the JOC procurement process differs from individual solicitations or an open bid process. Stuhan said the JOC process limits the number of contractors capable of bidding on Town projects; she also outlined emergency-procurement exceptions in the Town procurement code and state statute.
Public Works Director Ken Krebbs and CIP Manager Smith told the Council that an open bid process would allow local firms to compete on Town projects, in contrast with the JOC arrangement that effectively restricts solicitations to a small roster of contractors. After discussion and questions, the Council directed staff not to renew the JOC program; the minutes do not show a roll-call vote on the decision.
Next steps: staff will adjust procurement planning to prepare for open competitive solicitations and address emergency-procurement procedures in line with legal requirements.
