Camp Verde council approves fiber agreement, park irrigation project and an appointment; several consent items passed

Camp Verde — The Town Council handled several routine and substantive items during its Nov. 19, 2025 regular session, approving a right-of-way license for broadband infrastructure, awarding a parks contract, and filling a commission vacancy.
On a unanimous vote the council approved a wired telecommunications license and right-of-way use agreement with Fatbeam LLC, authorizing the company to install and operate fiber-optic telecommunication facilities within town rights-of-way. CIP Manager Martin Smith answered council questions about right-of-way use and staff recommended the agreement. Public commenters suggested language that would not preclude other internet service providers and referenced Arizona BEAD broadband funding opportunities.
The council also awarded a bid for the Community Park irrigation system replacement to Joshua Tree Landscaping in an amount not to exceed $70,000 after staff reported the existing system was corroded and leaking. The awarded bid was reported to be under the engineer's estimate and within budget.
Council appointed Shane Gerhardt to the Parks and Recreation Commission to fill a term ending Jan. 1, 2028, following an interview committee recommendation. The consent agenda — including minutes approvals and a reallocation of $3,000 in Community Outreach funds for Senior Citizens of Camp Verde, Inc. to replace windows — was approved 7-0.
The council convened in executive session under A.R.S. § 38-431.03(A)(1) for the Town Manager’s employment and six-month performance evaluation, later reconvening in open session; Mayor Moore reported that direction was given to staff regarding Item 12. The council voted to extend the regular session past 10:00 p.m. during the meeting.
