Camp Verde leaders review Draft 2026 General Plan at joint work session

Town Manager Miranda Fisher and planning staff presented the Draft 2026 General Plan to the Town of Camp Verde Mayor and Council and the Planning & Zoning Commission at a joint work session on Thursday, Dec. 11, 2025, at the Marshal's Office, 646 S. 1st Street. The meeting began at 6:00 p.m. and adjourned at 8:48 p.m.
"The General Plan is a visionary document for the Town for the next ten years," Town Manager Miranda Fisher said as she introduced the draft and summarized state requirements and recent outreach efforts. Acting Senior Planner Cory Mulcaire, Economic Development Specialist Dave Meyers and Special Initiatives Manager Cliff Bryson joined Fisher in reviewing the components of each chapter of the draft plan.
The staff presentation noted that town staff had conducted community outreach over the prior three months and that the draft reflects state planning requirements and local input. Council members and Planning & Zoning Commissioners posed questions to staff; Fisher and Mulcaire responded and recorded a set of requested changes and edits. Those suggestions were to be forwarded to the General Plan Technical Advisory Group for consideration at its next meeting.
Chairperson William (Bill) Tippett led the Pledge of Allegiance at the start of the session. Town officials present during the roll call included Mayor Marie Moore, Councilors Brian Bolton, Robert Foreman, Robin Godwin, Jessie Murdock, Patricia Seybold and Vice Mayor Wendy Escoffier; Commissioners in attendance included Andrew Faiella, Peter Gutierrez, Monte Pierce, Todd Scantlebury, Renee Hall and Vice Chair Cris McPhail.
The session was recorded in the official minutes; Town Manager Fisher certified the minutes on Jan. 8, 2026. The meeting record indicates staff will present the requested edits to the Technical Advisory Group at its upcoming meeting; no formal votes or motions were taken during the joint work session.
